Question regarding VDM Rules

Hello Citizens of ALUK,

I've got basically one question regarding the VDM rules mentioned below:
"using it to ram into other vehicles in and outside combat"

Let's say me and my group are trying to rob a vehicle in this example we use the Zamak.
We initiate RP and asking the "zamak driver" to pull over, he refuses and keeps on driving. We fail to shoot his tires, but we got 1 member in a vehicle trying to slowdown the "zamak driver". Is this considered VDM? I know in some situations the "zamak driver" would keep on driving and eventually bumps on your back which leads in either broken tires of the "zamak driver".

I want to be 100% sure we are not breaking the server rules, i know in these kind of situations recordings come in handy.

The rules are very clear. The only time you are allowed to hit another vehicle is when using the vehicles mentioned in them. All other vehicles are not to be used to ram each other.
 

3A) VDM - Vehicle Death Match Definition:

Using your vehicle for running people over, using it to ram into other vehicles in and outside combat, using a vehicle with the purpose of making it explode are all considered a form of VDM here (Punishment is a ban)

However using the following vehicles to immobilise each other (eg. Hunter VS Ifrit or Strider VS Ifrit etc) is permitted in roleplay for whitelisted factions or people in ownership of a rebel membership - Hunter/Strider/Ifrit

Well not clear in my case because we're not ramming him, but driving in front of him trying to slow him down.

With the intention of stopping the vehicle without harming any damage to both vehicles.

If I saw a report on a player intentionally slowing down in in front and causing a VDM whos fault will it be? Its the same as speeding up to hit someone from behind.
