To vote for your own future is a fundamental human right that can not be limited by any government! The scenes today in Barcelona are a disgrace for the Spanish government. Did they learn nothing from the independence struggle they had with the Basque's? Even those who are against independence will now fight for their right to vote. To rule a people is to be serving the people, not your own interests. If you have no trust in the people you serve, you should not run a country.
